Worth knowing
- The express fee for $100 isn’t published; we use the top of the published range ($14.99).
- Express means “within 24 hours”, not minutes.
- The $500 maximum needs the Builder plan ($14.99/month), a Cleo Card and at least $750 a month of direct deposit to Cleo.
- No-plan route: email team@meetcleo.com and say you want a cash advance without subscribing (Cleo’s terms).
Regulatory actions
From official sources only. A complaint states allegations; it is not a finding.
- FTC (settlement (complaint + stipulated order)): The FTC filed a complaint and stipulated order in the Southern District of New York. It alleged that Cleo advertised access to 'hundreds of dollars' when almost no one got close, and charged extra for same-day or instant delivery that could still arrive the next day. It also alleged that Cleo made subscriptions hard to cancel and told users they could not cancel while an advance was unpaid. Cleo agreed to pay $17 million and to disclose terms, get consent before subscription charges, and offer simple cancellation. The Commission voted 2-0. Status: On 2026-10-08 the FTC announced it is sending more than $15.8 million to 2,124,796 eligible customers, with PayPal payments starting 2026-10-27. Source
- New Hampshire Banking Department (consent order): The Department found that from April to November 2021 Cleo acted as an unlicensed small loan lender (intermediary) for 5 New Hampshire borrowers through its 'Motherloan' product ($9.99/month), collecting $541.48 in interest and fees. Cleo was ordered to cease and desist until licensed, refund $541.48 and pay a $3,500 fine (Case No. 22-012). Status: Resolved by consent order. Source
