Credit-union payday-alternative loans

Federal credit unions can make two kinds of small loan under National Credit Union Administration rules, built as an alternative to payday lending:

  • PAL I: $200 to $1,000, fully repaid in installments over one to six months. You need to have been a member for at least a month. 12 CFR 701.21(c)(7)(iii)
  • PAL II: up to $2,000 over one to twelve months, available as soon as you join, and the credit union can’t charge overdraft or returned-payment fees on it. NCUA
  • Both: an application fee of no more than $20, no rollovers, at most three in six months and one at a time. Interest can be up to 28%, which the NCUA confirmed in February 2026. NCUA letter 26-FCU-02

Ask your own credit union, or one you can join through your employer, where you live or a family member. Not every credit union offers PALs; some have their own small-dollar loans. The NCUA’s consumer site MyCreditUnion.gov explains them.

What a 28% cap means in dollars

$200 for one month at 28% ≈ $4.60 interest
+ application fee of up to $20

A $100 cash advance with a $5.99 fee for 14 days is 156% APR.

Other places to look first

  • Your employer. Some employers, nonprofits and community groups offer pay advances or emergency credit, the CFPB notes (CFPB). Your employer may also offer earned wage access.
  • The company you owe. The FTC suggests asking creditors for more time before you borrow (consumer.gov). Ask before the due date.
  • A plan for this month’s bills. The CFPB’s prioritizing bills worksheet helps you decide what to pay first when you can’t pay everything.
  • A credit counselor. The FTC also suggests talking to a credit counselor if you’re juggling several debts.

For scale: the CFPB gives a typical payday loan fee as $15 per $100 (source), which over two weeks is 391% APR. On published terms, Brigit and Possible cost about the same for a $100 instant advance.

Service members and their families

The Military Lending Act caps the Military Annual Percentage Rate on consumer credit to active-duty service members and their dependents at 36%, fees included (32 CFR 232.4). The CFPB explains who is covered here. Military aid societies are another place to ask, the NCUA notes.

Questions

What is a payday alternative loan (PAL)?

A small loan from a federal credit union, under rules set by the National Credit Union Administration. The interest rate is capped at 28%, the application fee at $20, and repayment runs over months rather than to your next payday. You must be a member of the credit union.

Is a PAL cheaper than a cash advance app?

Usually per dollar per year, yes: 28% APR at most, against 339% for the middle advance app in our ranking. In dollars it depends on the fee: $200 for a month at 28% is about $4.60 of interest, plus an application fee of up to $20. A free advance (no membership, standard transfer) costs less, if you can get one.

What is 211?

A free, confidential referral line run by United Way and local partners. Dial 2-1-1 or visit 211.org to find local help with rent, utilities, food and other bills.

What if I already owe on several apps?

Stop taking new advances where you can, list what each app will take on which date, and make sure the money is there or contact the app before the date. Most say they won’t charge late fees, but your own bank may charge if a debit bounces. A nonprofit credit counselor can help you plan.
